Town of Coalhurst
Coalhurst Town Council has adopted its 2026–2029 Strategic Plan, setting clear priorities and desired outcomes to guide decisions throughout the current term.
Developed through Council strategic planning workshops earlier this year, the Plan reflects Council’s shared values and long-term direction, and provides a focused framework to inform policy work, planning and future budget deliberations.
The Strategic Plan, adopted at Council’s Feb. 17 meeting, identifies what matters most during the term while remaining flexible enough to respond to emerging issues and opportunities.
“This Plan outlines our priorities, our values, and the direction Council will follow over the next four years,” said Mayor Deb Florence. “It also provides clear direction to administration as we move from planning into action, with decisions grounded in data, long-term thinking, and a clear focus on sustainable growth and real outcomes for residents.”
As part of the Strategic Plan package, council also approved a Council Decision-
Making Map — a quick reference tool designed to support how council approaches decisions in alignment with its adopted values and Strategic Plan. The map is intended for use at the council table to reinforce respectful and future-focused governance, and to provide a structured lens through which decisions may be considered.

Council is committed to supporting existing businesses, improving investment readiness, and modernizing municipal policies and processes to provide clearer, more efficient, and transparent regulatory frameworks — while balancing community character, infrastructure capacity, and long-term fiscal sustainability.
Activate the Recreation Master Plan — Vibrant Spaces, Vibrant Lives
Council has identified the activation of the Recreation Master Plan as a priority to move beyond planning into phased, sustainable implementation — aligning resources, partnerships and decisions to strengthen quality of life, inclusion and community identity.

Council will focus on strengthening relationships with community organizations and regional partners to improve coordination, reduce duplication, support service delivery, and address shared priorities in a proactive, solution-focused way.
“Coalhurst is growing, and residents expect thoughtful, responsible decisions that support both today and the future,” said Florence. “This Strategic Plan reflects that mandate. It gives council a clear and disciplined direction for the term, with a strong focus on sustainable growth, economic development, and ensuring our community is prepared for the opportunities ahead.”
