Fire Protection Bylaw
A Request For a Decision (RFD) was presented at a recent Town of Picture Butte council meeting held last Monday, in regards to the town’s Fire Protection Bylaw #842-15. The purpose of the bylaw is to provide fire protection and fire prevention in and for the Town of Picture Butte. Mayor Wendy Jones noted there were no huge changes to the bylaw and the bylaw passed all three readings at the meeting. “This represents the direction council gave us for this bylaw,” said Chief Administrative Officer (CAO) Keith Davis.
Davis added this includes an amendment, which is the fire department will provide such fire suppression and life-saving rescue services, as outlined in the bylaw, within the municipal boundaries of the Town of Picture Butte at no charge to the citizens of the town.
“The fire department may charge for the provision of non-emergency services, as outlined in the town’s fees and rates policy,” Davis noted, adding an example would be if a firefighter was asked to volunteer at a town event. “They have an opportunity to charge if they want to,” he added.
Fire Department Master Policy
Picture Butte town council passed the Fire Department Master Policy RFD at a meeting held Mar. 27. “This basically is just amending the existing master policy, so policies and procedures are dealt with differently,” said Davis.
A policy, Davis explained, will come to council for amendment and approval. “But, a procedure will occur internally within the fire department,” Davis added.
According to Davis, the fire chief doesn’t have to address council if a change is needed for a procedure. An example of a procedure would be to change a tire.
Simply put, council is responsible for fire department policies and the fire chief is responsible for fire department procedures.
